I agree with Doug and say, beware, things may not be what they seem on =
the surface.
I, once in a while, will put a self-sticking stamp on an envelope, then =
ruin the address or decide, if it is a bill payment, to pay over the =
Internet instead. In those cases do I throw away an envelope with a 48, =
65, or 105 cent stamp on it?=20
No way, why should I? I cut it out and glue it on the next envelope to =
be mailed. To me that makes sense and cents.
As far as getting mail with non cancelled stamps, I have never =
encountered that, we must have a more efficient postal system.

Suppose I place a stamp on an envelope, write the address, make a =
mistake and
tear up the envelop. Or suppose an envelope gets messed up or wet and =
the writing
smears or it looks like someone ran dirty boots over it. Do I throw =
both the envelope
and unused stamp in the trash? Yes if I am wasteful; No if I display =
stewardship.
To those who claim it is illegal to use a soaked/steamed stamp, please =
help by providing
post office rules and procedures that state such so that we can all be =
better informed.
