Thank you for many replies to my concern.
ALL say no cheating.  but I still have some objection.

Yes, Gary is right as "Okinawa is very much Japan". I
agree.
But unlikely Guam and Saipan are NOT very much USA.!
The air mail rate to KH2,KH0 and KH4 are lower than USA
as far as sending it from JA.  I guess the reason is it's
quite nearer than USA mainland.
Thus this convinces me that the rate depends on the origin
but not on intervening place.  Am I right?

JA postal broucher says:
 90yen for East Asia, KH0,KH2,KH4,DU,V8,YB,T8 and V7.
110yen for OC,NA,EU and middle east.
130yen for SA,AF clearly mentioning FR,ZD7,ZD8,and ZD9.

If I add USA onto KH2 mail, don't they chage more??
If I add France onto FR mail, don't they charge AF rate?

Maybe some person with good postal knowledge will help me.
