Data aren't something to agree or disagree with; they simply present the
results of the experiment. You may agree or disagree with the experimental
method or the conclusions, but data are data. My computer tells me that only
11 of 42 cards came back for Latvia. I used all the usual subterfuges, e.g.
Latvian stamps on the return, IRCs instead of green stamps, typed envelopes,
metered postage, disguised contents, via Europe instead of the USSR, etc. I
eventually confirmed everything I needed from Latvia but an 80 meter QSO
with YL1XX from December 1997. If you have a better return, I would conclude
that you were lucky.
