[Dx-qsl] Serbia and Montenegro - qsl bureaus?

IF Montenegro votes to do independent, then they will
almost certainly become a new DXCC country, and will
have to set up there own bureau.  The status of Serbia
at that point will become more interesting. 
Technically, Yugoslavia would still exist, because
Serbia is composed of Serbia proper, and two
autonomous regions-one of which is Kosovo.  Using that
reasoning, it is not a new country, just Yugoslavia
with the same prefixes.  I am not sure how the ARRL
will handle it if the name Yugoslavia ceases to exist,
and it is now just called Serbia.  Since the ARRL has
laid out very specific criteria for political
entities, I would thing that it depend on whether
Serbia had to apply separately for membership in the
UN, or if the Amateur radio society of Serbia had to
separately apply for IARU membership.

Whether it is Yugoslavia or Serbia is really a moot
point for DX totals, though.  Under the DXCC2000
rules, any current entity cannot become a deleted
entity-it just disappears from the list, and from our
dx totals as if it never existed!  So, Serbia may
become a "new" entity, but working it would just
replace Yugoslavia which would be removed from all of
our totals-you would still have the same final
number-AFTER working Serbia again.  So, if that
happens, and you are in Belgrade, you get to be rare
DX for awhile until everyone has replaced Yugoslavia.
