The USPS International Mail Manual (IMM) is available on the usps.com web
site. Go to www.usps.com and click on "Service Guides" and then do a search
in the IMM for International Reply Coupon. The direct link to this
information appears to be:

but if this doesn't work, you can certainly navigate to it from the top
level of the site. It might help to have these two pages from section 372
with you to show to your post office clerk when attempting to redeem IRCs
if, as is often the case, the employee is unfamiliar with the process.
