In addition to what has been said about exchange of IRCs in US.

At my post office they use an electronic point os sale terminal on which
they key in transaction information.  My local postal clerk found IRCs on
their system.  The system shows different conditions, such as US issue at
different prices and forign issue.  The postal employee, just has to key in
the number of each type and the sytem calculates amount to be given.  And I
get a receipt showing the entire transaction.

You just need to find an employee willing to figure it out.  Once they do,
it is easy.
