I looked it up and to be specific the handling and prices of IRC's is in 
section 392 of the IMM. You give them the IRC; they give you an $0.80 airmail 
stamp. You don't have to mail anything. I've exchanged literally hundreds of 
them at my branch post office. It's just getting someone who will put in the 
effort to do it--which is their job. There is a number local post offices can 
call that will answer questions they have on mail matters. It's different 
from the information number in the phone book that you or I can call. You are 
also entitled to see the IMM. If they give you QRM just show them Sec. 392.
