"Obliged." "Obliged?"
No, you're not.
Hey, you want my card, you send me one, I will reply. If it comes in via
bureau or without an SAE/SASE, I may not answer it as quickly as a direct
request with one, but I will answer it. That's called "courtesy" and "good
amateur practice."
Cost of QSL'ing is part of the cost of operating your shack. I think some
people forget that. Yes, I know there are amateurs on fixed incomes who can
not afford to make large expenditures, and yes, I know there are DX amateurs
who do not have the disposable income to cover the high cost (to them) of
air mail postage; I'm not talking about specific cases like these. Nor am
I talking about situations like the original message in the thread, where a
guest operator operated in a contest from a semi-rare prefix (a situation
I'm quite familiar with!) as I would think that the QSL arrangements in this
case should have been discussed and taken care of as part of the guest
operator arrangement.
But I do find it disappointed (and in some cases appalling) to read or hear
about domestic amateurs who look for excuses to avoid being bothered with
QSL's from other domestic amateurs. Especially from so-called "world class"
multi-multi contest stations. Thousands for antennas and rigs and computers
but not pennies for QSL cards? What next... a declaration of "let them eat
IRC's!)?

If YOU want a QSL from a domestic station, You are obliged to send them a
card and SASE. If I work you in a contest, or otherwise, and you send me a
card for that contact, it is only right that you provide the envelope and
postage, after all I do not want your card, or I would have sent you one
with an SASE myself.
