If YOU want a QSL from a domestic station, You are obliged to send them a 
card and SASE.  If I work you in a contest, or otherwise, and you send me a 
card for that contact, it is only right that you provide the envelope and 
postage,  after all I do not want your card, or I would have sent you one 
with an SASE myself.
