[Dx-qsl] qsling a contest station

If I send a qsl request with sae/gs, sase, to DX or Stateside for a contest
qso, it's because I need to confirm that band/mode slot.

If the station does not reply, I can only assume that he considered the qso
to be worthless.
Hence I will consider any future contacts with that station to be the same.
