Bob, if you read the IRC it says all that in the second paragraph on the
back. I cant figure out why they are requesting 2 IRC's. I have no problems
exchanging them at my post office for the 80c stamp. The IRC cost in US
$1.75 so if somebody sends 2 IRC's overseas that is $3.50 and the overseas
stations sends a card back for lets say $1.00 then that's a nice profit for
the DX Station. Oh another thing is that most DX Stations do not have
access to US Stamps. CUL and be sure to work us from TI9M, I'm the QSL
manager for that operations.
