[Dx-qsl] IRC Changes

ALL Post Offices should have the new IRCs by now.  Yes, the price did go up-
they are $1.75 each vs $1.05 before.  My offices has had them for several
months now.

If they don't have them ask to talk to the manager.  They probably have them
in the back.
