[Dx-qsl] IRC Changes

I just got back from the post office.  Went to mail
some QSL's only to find out that they have no IRC's. 
On the way back I talked to a guy on 2 meters who said
that he ran into the same situation.  I guess the post
office is changing the price of IRC's?  Anyone have
more information on this?
