The moral of all these tales seems very straightforward to me:

- Never send IRCs (every country has different rules)

- Never send foreign stamps (rates and requirements change daily)

- For overseas QSLs send $2 U.S.(hidden) and an airmail SAE of sufficient size
   (no callsigns either envelope)

- For QSLs within the U.S. send a SASE
   (and perhaps $1 as a courtesy - cards aren't printed free)

Has worked perfectly for me. Please don't say "That's too 
expensive!". Just add up what your station cost you.
