Per the USPS Int'l Mail Manual:
THE PERIOD OF EXCHANGE OF INTERNATIONAL REPLY
COUPONS ISSUED BY THE UNIVERSAL POSTAL UNION
ON OR AFTER JAN 1, 1975 IS UNLIMITED.

I also received E-mail confirmation of this by a member of
the UPU.

With that being said, UPU Member countries may choose to
declare an expiration date.  "New"/"Newest" IRC's have
a barcode that will identify them.  I believe issue dates began
1 Jan '02, but I have not seen one myself.
