Ron,

You'll get all kinds of answers, but the International Mail manual says,
"Yes!" in reply to your question ... as it pertains to the minimum weight
for such a letter.

However, weight of a QSL or QSLs being returned can exceed the minimum in a
few countries. So it is not a hard and fast rule.

I usually send an IRC and an US$. It generally works fine.

Have you considered the WF5E QSL Service? It's 25 cents a card at this time.
I have been using it for the past year or so. Amazing what he can pull in.
He does the look up for manager or whatever. All I do is just put the cards
in an envelope along with the fee. Take a look at his site.
