I have to disagree with your point. The reason is that I am RAC QSL
bureau manager, bureau end-user, and DX-er having his own DXpeditions.

If you have read the article quoted above, you could see how many
players are involved, each adding some extra holdoff time.

ON bureau is the good one (sends frequently = 2-3 times per year), and
local distribution is probably fast bearing in mind the size
of the country. Here in Canada we have a very complex distribution
system that adds-on extra time. We are trying to reduce some 
un-necessary steps in the process.

Some QSL Bureau statistics, based on the assumption that you have sent
QSLs for all QSOs in the log :

- responded via the bureau 60% (at best). Depends on your 
  participation in contests.

- Most of those 60% arrive between 12-24 months after
  the QSO (80% of 60%).

- Another 10-15% (of 60 %) arrive between 2-5 yars  after
  the QSO.

- Remaining percentage arrives after 5 years. Typically after the
  second request sent.
