I don't consider folks using the bureau as 'too cheap'....but as not in a hurry. Most of the ones I get are for band/mode fills, I suspect.
That being said, there is a group of folks that QSL EVERY QSO, particularly if they have access to a FREE outgoing bureau. I think I understand why a contest station would do that, to 'pre-empt' the incoming bureau requests
My policy is very simple in this matter:
-If you have been issued a QSL from any method of delivery, I do NOT issue a bureau card. In other words, if the QSO has been printed before, the bureau card gets no response.
Otherwise, it does get a response. However, I do my bureau cards basically once a year. I then bulk mail them, along with other high volume QSL managers and Contesters, to save on the cost of doing bureau mailings. Like it or not, this can mean that it may take possibly 2 years to get your QSL back, depending on the speed of the bureau system in your country.
I would rather think a person is 'cheap' if they send me a color QSL card of their dx station, showing several thousand dollars in equipment, requesting 14 band/mode combinations for a dxpedition to a rare place simply sending a SASE, then I would from a bureau request....
