[DSP-10] PLL locking and voltages at L21

Hi Mike

Testing has not gone well

I tried the diagnostic functions and this does not work so no data is coming 
from the dsp unit

I have sent for another 2 74HC595 to replace the 2 that are in as i dont 
know is the previous owner has tried some sort of programming, the owner had 
2 of the ezlite kits and i dont know is the other unit was wired and they 
made a bobo. I have traced all the coms links through the board and there 
seems to be no problems with the components either, maybe the 2 new ICs will 
sort the problem?

The general setup is windows XP 2nd edition, ez kit lite monitor for 
uploading the software to the ezkit, I have tried senddolr but have had no 
success and cant find EZLD on the web page only EZFAST, yes i have a floppy 
drive, and i didnot install the fast PTT option
