[DSP-10] additional testing of UHF3 / UHFA / XP

I forgot to mention one item.  When testing the startup procedure (in 
general) one should set the configuration variable, startup_detail to 
1.  This adds some pauses in getting the program started, but also puts a 
bunch of diagnostic info onto the screen.  It is a trifle annoying to run 
with it at 1, so after things are normal, go back to "startup_detail 
0"   This is on line 213 of the CFG file.

Some of the diagnostic dump may not be obvious, so if you are not sure, I 
would be happy to help figure it out.
