[DSP-10] Started on the PIC power meter (primarily for VE3YTZ)

Greg, VE3YTZ sold me his Kanga US KE7EXM PIC power meter kit and it 
came this week.  I started assembly today and started a new storyline 
for "Test Equipment" at

So far everything looks fine.
