[DSP-10] A Clock Question-Last call

Hi All,

The response has been to use GMT only. Unless someone comes up with a 
problem before Tues evening (March 14), I am going to proceed with removal 
of the local time from UHFA.

Thanks to WA2VOI, AA1YN, AE5K, N1JEZ, WW2R, W7SZ, W7LHL, KD7TS and W7CQ for 
the feedback (and thanks to anybody I missed!).
