[DSP-10] It's a Receiver!

Finally cleaned up enough solder problems in the 19.68 MHz loop 
amplifier vicinity to get it locked up so both LOs are working.  Without 
any further tuning up, I just connected a rubber duck and talked to it 
from my HT on FM.  Sounds great!

The control voltage for 144 - 148 MHz is 0.3 to 3.5 V.  Just barely 
makes it on the low end, so I still need to swap C117 for a 6.8 pf so it 
can be tuned up right.

But overall it looks like I'm on the air.  At least listening.  Maybe 
I'll be able to finish up tomorrow night.
