You have a very good question.

I built the DSP-10 and am familiar with the operation of the radio with
current software.

Theoretically the DSP-10 could be driven by a  software program to do the
packet functions without need of an external packet modem. However, this
needs to be developed.

Currently,  it could be used in the FM mode with a packet modem (TNC) but
there may be a problem with turn around delay (the time required to
switch from receive to transmit) 

Also the DSP-10 design favors weak signal work and tends to overload with
strong local signals requiring manual gain control.
