[DSP-10] U7 not locking up

Was the DSP-10 built from a TAPR kit?  Did you make any part substitutions?
If you ordered your own parts, you need to check all the resistors, etc.
There have been many accounts of people getting the wrong parts.  It's easy
to pick the wrong value when dealing with SMD parts.

I recently built the DSP-10 with the KK7P DSP board. I can not get the 19.68
MHz PLL to lock up. The 126 MHz PLL does lock up. I can change the free
running frequency above and below 19.68, but U6 out never changes from +9V.
I have tried both the PLL dianostic program and UHFA dated 3-18-03. What am
I doing wrong or need to check? Chuck, WA6EXV also is having the same
problem.
