[DSP-10] U7 not locking up

I recently built the DSP-10 with the KK7P DSP board. I can not get the =
19.68 MHz PLL to lock up. The 126 MHz PLL does lock up. I can change the =
free running frequency above and below 19.68, but U6 out never changes =
from +9V. I have tried both the PLL dianostic program and UHFA dated =
3-18-03. What am I doing wrong or need to check? Chuck, WA6EXV also is =
having the same problem.
