[DSP-10] Need Assistance on DSP-10 Transceiver

Hi
I have just finished building the DSP-10 Transceiver and am having
problems getting it to work.
Neither of the PLL circuits will lock up after loading the programs. The
oscillators of each are tuned to the proper frequency per the Assembly
Manual instructions and the 10MHz crystal oscillator has been set to
10.000MHz with an HP counter referenced to GPS. I assume that there will
be no +10R or +10T until both PLL's are locked up. The display appears
to be OK, with the exception that it indicates that the PLL is not
locked. I have measured the following voltages around the two
synthesizers:
U7 pin 1 0-IN = 4.9VPP
U7 pin 4 FIN = 2.2VPP
U7 pin 13 PDOUT = 0V
U6 pin 6 = +9.9V
19.69MHz LO = 1VPP
U104 pin 1 0-IN = 4.0VPP
U104 pin 2 0-OUT = 4.9VPP
U104 pin 5 DO = 0.0V
U104 pin 7 LD = 5VPP High Duty Cycle Pulse
U104 pin 8 F-IN = 0.5VPP
126MHz LO = 0.6VPP
I have the following programs in my root directory and running MSDOS 6.0:

Obviously I have over looked some thing. Can you give me a clue?
