[DSP-10] Trouble Downloading Pointers

I have finally completed my DSP-10. The DSP board appears to
be working ok, but when I load in UHFA, after it says "Downloading
DSP pointers...", I get a message "Error in obtaining DSP pointer
table. Filter design will not be available. Hit Enter to continue".
I measured the voltages, all appear to be proper except R110
(Source of Q101 VCO). It should be 0.23 V, I get 1.748 V. Also, I
don't get any voltage at U1 pin 3 or U2 pin 3.
When building the board, after hooking up the coax braid to ground
at the TUF-1's, I measured a short across the TUF-1 terminals. Is
this normal?
Does anyone have any idea about what may be causing this?
Any help will really be appreciated.
