Am sorry to say it was just as bad fifty years ago.  I never operated SS on phone but did win it for Missouri on CW
one year.  The CW people were more considerate back then.

For what it is worth.... I worked for ARRL
in early 60s at West Hartford in the three
person department that handled all the paperwork on logs submitted for all ARRL contests.  That part of my job was
a grind!  Loved everything else I was responsible for.

The question came up even back in those days about restricting contests such as SS and Field Day to certain parts of the bands.  However an overwhelming
majority of ops were very upset at the idea.  I don't know if serious thought ever came up again or not.  

Having been a contester since 1957 and
having dealt with cross checking thousands of logs at ARRL HQ ... I read
a good book or target practice on contest  weekends now!
