[Drake] Drake L-4B connector question

I have a Drake L-4B and L-4PS that I am selling for an old family friend 
whose son (a ham) became an SK and left his gear in her possession.

The question is: on the block connector that runs from the power supply to 
the amp there is a short round cable that sticks out where the thick flat 
cable and block meet. It appears to be a fuse of some sort but part of it 
appears to be missing (the fuse and cap). Can anyone tell me if this is 
normal or is a piece missing ? If a piece is missing, how do I replace it ?
