Dan,

C-61 tunes fairly gradually.  How much did you turn it?  If it's off 
that far you may have to turn it quite a bit (but that makes me wonder 
why it's off so far in the first place).

Also - did you try to align it in SSB or in CW mode?  You have to do it 
in SSB and (of course) with the T-4XB and R-4B on the same sideband.  If 
you do it in CW mode, you'll see a 1kHz offset - but that is the normal, 
designed offset for CW transceive.
