John,
The placement of the blue filter was not wrong. They came from the
factory that way.
By placing the blue filter behind the white diffuser, the dial appears
white when not illuminated, and blue when it's turned on. If yours was
white when on it simply means it had faded over years of use - as they
all do sooner or later.
There are various replacement blue filters available on the internet -
or you can find your own. In any case, their proper location is behind
the white diffuser, not in front.
