There should be no difference TR-7 vs TR-7A power output.

What band(s) are you getting 60 Watts?  It might be worthwhile to list your

What is the indicated SWR on the MN-2700, by band? 

Is the CW level control advanced to the point that the green shutdown LED
(on the left side of the TR7) lit?

One of the two PLLs (one for below 14.5 MHz, the other for above) are
free-running.

My experience is that cleaning the contacts on the digital board helps the
lock-up speed.  These oscillators are located beneath the digital board and
I believe require extender boards to access.  I suggest deferring to expert
help when attempting to play with them.  

Take time to read the manual when it arrives.  8-) 

When you feel comfortable with the rig, measure the 10V bus.  The radio is
very sensitive to having the correct voltage on the +10V, +10R and +10T
lines.
