[Drake] TR-7 Power output ?

I would like to ask the Drake group about the power output of this rig. I have early model TR-7 that was upgraded to a TR-7A via the Drake factory, supporting org documents prove this. I tried the rig out in CW mode.  I noticed that the amount of power output into the dummy load an old but good Heathkit Cantenna it is only putting out sixty watts? Should  not this output be higher? I can't test the output  in SSB or AM mode, don't yet have a four pin connector for the mike.    

I'm basing my reading from the meter on the rig and a MN-2700, they both read the same so it's not a question if there's a bad meter reading. The rig has not been in service for the past five or so years. I have manual in route. Any thoughts on this matter? One other question, when it is first powered on the display does not lock onto the frequency. It runs erratic for about a five second period  then stops at the previous  set frequency. The TR-7 seams be a very nice a rig and the construction  is great. Not bad for something with twenty year old technology. Another great product from the boys at Miamsburg, Ohio.  Glad I have one now.
