Larry,
If you don't have a very readable manual and you want the complete manual
and schematic download it from:
<http://bama.edebris.com/manuals/drake/mn4c/>
You will have to install the Lizartech djvu software that integrates with
your web browser.
I would follow the directions for installing the balun and get into the unit
and see if it's there or not. Those terminals are there but require the
balun. You may have nothing connected inside or perhaps the balun was put
in improperly.
