First, is he aware that the TR-7/A / R-7/A are all the same cabinet?

KE9PQ may still have a new one.

*I think about $70.  All the new ones have a black wrinkle paint finish.

There are also a couple of guys who part out TR-7s who could have one 
available.  They also show on Ebay once in a while, but could go 
anywhere from $10 to 100!   Joys of an auction.

Unless his cabinet is damaged, it's a lot cheaper to paint it.  There 
are several companies who offer black wrinkle paint, and paint stripper 
takes off the old finish.  Another alternative is to take it to a local 
auto paint shop and see if they can paint it the next time they paint a 
black car!   This can be quite inexpensive if your friend does all the 
"hard" work of cleaning it up and preparing it to accept paint.
