Dave,
Is this the same in the TR4C? In my TR4C at least, that R13
is a 33K in the grid to cathode of V3A mixer. Would that be
the one to which you refer?

There is a swamping resistor R-13 located near the relay
that has a tendency
to change value. It may be the cause of your problem.  This
resistor adjusts
the current reading to the meter and is factory selected.  I
have replaced a
couple of them for lower or erratic meter readings.
