[Drake] TR4CW S -Meter

Tim, not too long ago, I picked up a TR4-C, a RV4-C and an AC-4 for CHEAP.  
The downside (there is alkways one) is that the radio (at least) must have been 
 underwater for a time. I really just wanted the RV, but the rest came with 
it. I  recapped the AC-4 and redid the RV to go with my TR4-Cw. Since the TR-4 
was the  ugliest radio I have seen in my 45 years of hamming, I just forgot 
about it.  About a year ago, I dug it out. It had a couple of bad tubes, bad 
electrolytics,  and about 5 other faults. However, I did get it going!
 
Lo and behold, it had a functional Noise Blanker. I was going to restore  the 
radio, but it is SOOO butt-ugly, I just left it as-is. It now works 100% but  
it also has the insensitive s-meter. I have speent more time than I will 
admit,  trying to find the fault (even swapping meters!). It is better, but it 
still  doesn't act like the Cw..........
