Norm -
That phenolic piece is supposed to be split, so that it can compress
and tighten on the shaft. If the setscrew of the knob is on or
opposite the split, it won't tighten.
Examine it to find the split and arrange it accordingly. I have seen
the split fill up with crud over the ages and not compress properly,
but usually it's just luck that puts the setscrew in the wrong place!
