[Drake] Painting Drake cabinets (7 line)

I had several 4 line cabinets painted by the outfit in Ohio that originally did them for Drake (name escapes me now). They came out, of course...like new.
Can anyone tell me about the 7 line finish (non sticky paint).
I thought it was not even paint, but a contact paper type thing. 
If that is the case, than I would assume it cannot be refinished?
Anyone been there, done that??
