[Drake] R-4B tuning question

I've been tweaking the RF trimmers on my R-4B following the replacement of a
couple of tubes.  I'm using the procedure in the manual but something does
not seem quite right to me.

Using the signal from the built in calibrator, after peaking, the S-meter
reads (on the calibrator signal) between S-9 and 10 on all bands except 40.
On that band, the best I can get is about S-8.

The tuning is done with all cables connected to the T-4XB as for normal
operation.

Ideas?
