sounds like a problem to me.  if I remember, the on/off function is latched
by an internal relay.  the ON button (N.O) momentarily energizes the relay
coil.  One of the relay contact sets maintains the relay coil energized.
This circuit goes through the OFF button (N.C).  Pressing OFF opens the
relay, de-energizing the unit.   You might check around the relay for
corroded contacts, voltages, etc.
