[CW] FCC Fees for Amateur Licenses starts April 19, 2022

I don't mind paying $3.50 per year for a ham radio license. It's hardly
an insurmountable hurdle. In fact, if anyone reading this can't afford
their $35, let me know and I'll look into helping you out.
