 I did not say it wasn't a responsibility of amateurs.  It was part of good practice, of course, and hams were allowed by the FCC to make very general assumptions about the exposure situation and not conduct a real analysis.  The new change is that this exemption is gone and a real analysis is now needed.

  This necessity WAS our responsibility before perhaps ten years ago, we
got brief relief, but pressure from the "5G is killing us" crowd has
placed pressure on the FCC, so it is back.  It was on my general test in
2009.

  I was never a general, and that is all I wanted to be.
