[CW] Phillips Code - What does COP mean?

Totally off topic, but relating to Morse - but Wire Morse!
Some know POTUS and SCOTUS but did you know COP was Phillips code for
"Chief of Police?"
Philips Code was used for PX (Press). The sending operator would have
copy saying "the president of the united states met with the Chief of
Police" and he would translate it into Phillips code and send "POTUS
MET W COP" the receiving operator had to hear this Morse, and in his
head expand it and type the expanded message: "The President of the
United States met with Chief of Police." - COP" is Chief of Police, W
is "with".
I never used Phillips code but I spoke to others who told me how it
worked including Aubry Keel who was the last Associated Press Wire
Operator who died about 15 years ago.
