[CW] Radiotelegraphy FCC License T License

The code test was five minutes long, you only had to send and copy one
minute perfect. A bug was only permitted for the 25 wpm test of the
first-class radiotelegraph test - now done away with.

The USCG makes fabulous radio officers, I sailed with many and they
were the cream of the crop..
