[CW] Renewing 2nd Class RT Cert.

The license I received when I took the test for the new license a couple years ago did not say "General" on it.  Unlike the the situation with the First and Second Radiotelephone tickets becoming General Radiotelephone licenses, I'd expect a renewal of a Radiotelegraph ticket to be marked as just "Radiotelegraph Operators License".
