[CW] Elimination of CW-Only Sub-bands

I agree with many of you that the petition itself is suspicious because of
the exact wording an attorney would use, leading mange to suspect a Trojan
horse to smuggle in a secret agenda such as armies of WINLink operators
from boats worldwide.

This started me thinking what does petition would do if it's adopted by the
FCC would be to open the HF frequencies on the technician and novice sub
bands 2 HF digital modes.

Since the modes are sent mostly with SSB transmitters which can be easily
over modulated and splatter and that on VHF technicians rarely use SSB the
whole thing sounds like it would result in terrible splatter by technicians
unfamiliar with HF radio practice operating on internationally propagating
frequencies using digital modes, some of which will be from technician
licensees operating in international waters worldwide.

This is and what should be opposed.
