[CW] Elimination of CW-Only Sub-bands

   I am also having a lot of trouble with understanding what he is
wanting to say and what he is trying to do.

   It is obvious that he wants his six and two meter antennas to be 
considered the authority regarding our band usage, even though there
may be a hundred QSOs on one frequency, all at the same time, none 
pointed toward his QTH, while he hears none.  (or with his polarity)

   For weak signal work, including EME and scatter a separation between
the din and weak signals is necessary, even if he or I do not engage in
that work now.

   I also do not like HIS separation between manually generated and 
computer generated cw. (Morris code)  I fail to see the difference.

   I worked two field days with a WWII vet (now SK) that was so
inflected with arthritis in his hands (according to him) that he could
no longer use a key of any kind.  He supplied his own computer
keyboard with a small (MFJ) box keyer-adapter when he worked cw.
   He sent excellent Morris code (and he never got up to 20 wpm) about
90% with his right thumb.  He was a great HAM.
Computer executed cw communications does not have to be fast cw.
