  My interpretation is it would stop these organizations from banning HAM
  antennas outright, but it does NOT seem to alter the conditions of the
homeowner's agreement or any deed restrictions.  It only effects the
"bully HOA" that might yell that XXXX is not permitted, if there is no
deed restrictions.
   It does not look like it will be of any help to any HAM.

   Actually it adds the burden on the HAM radio operators to notify the
HOA of all proposed antenna changes.
